Investigators are looking into the death of a Cincinnati man who was shot and killed by a University of Cincinnati police officer during a traffic stop Sunday.

The incident began when Samuel Dubose was pulled over by University of Cincinnati police officer Ray Tensing for driving without a front license plate, CNN reports. After pulling him over, the father of 13 allegedly handed Tensing a bottle of alcohol instead of his driver’s license. An argument ensued and Dubose was asked to step outside of the vehicle. After Dubose tried to speed away from Tensing instead, he was shot in the head.

Dubose, who was unarmed, was pronounced dead at the scene.

Tensing, a White officer with five years experience in law enforcement, remains unquestioned about the incident and was placed on administrative leave with pay. The officer didn’t have a dash camera, but wore a body camera. Cincinnati City Manager Harry Black told reporters the footage wouldn’t be released until the investigation is complete.

Supporters of Dubose’s family held a vigil in the father’s honor.

A working artist and musician, Dubose’s family said he would get stopped constantly by police, but would always comply. The 43-year-old was reportedly arrested 60 times. His mother told reporters he was “full of love.”

“Know that my son was not a violent person,” she said. “My son … he got stopped a lot but he never tried to fight.”

Tensing’s authority to act as an active officer has been questioned. However, University of Cincinnati’s Jason Goodrich told reporters an aid agreement allows university cops to work as police outside the school’s grounds.
