Former president Bill Clinton has been brutally honest in his assessment of Obamacare, despite being one of its biggest supporters in the past. In a new interview with Ozy Media, Clinton criticized Obama’s Affordable Care Act, yet he still supported it, claiming that the biggest lesson is, “we’re better off with this law than without it.” Clinton identified three distinct problems with Obamacare, two of which he says the Obama Administration can fix.

But “fixing” an enrollment issue isn’t the only hiccup in Obamacare, according to Clinton. During the interview, he claimed President Obama needs to address the plight of Americans who are losing their plans on the individual market.

1. Obamacare’s Digital Launch

Clinton compared the disjointed launch of the Affordable Care Act to the debut of President George W. Bush’s Medicare Part D. Bush’s program faced enrollment issues, just like President Obama’s program, but in time, the issues were fixed.

Clinton says, “The enrollment period didn’t come off well because the national website wasn’t ready.” According to CNN, Obama administration information technology officials told Congress today that improvements have been made to the problem-plagued HealthCare.gov portal and more are on the way in coming weeks.

2. You’re Screwed If You’re Poor

There are real people who must pay more and, in some cases, put up with less. If you’re wealthy, you’ll be fine because you always are.

“A lot of the states with Republican governors are not taking the Medicaid money. The healthcare law provides for individuals not covered at work, to get insurance and if they’re low income (if they’re between 133 percent and 400 percent of the federal poverty level for their families) they can buy on the market and get tax credits. If they’re up to 133 percent of the poverty level, they’re supposed to virtually have all of it covered through Medicaid.”

“For working people who make very limited incomes, the Supreme Court gave the states the rights to opt out of that, there’s nothing the federal government can do. In the states that didn’t participate, you’re going to have this bizarre circumstance where everybody that didn’t have insurance with an income between 133 and 400 percent of the poverty level will be able to buy insurance on the individual markets. It will be cheaper than anything they otherwise could have gotten. The prices were lower than anticipated. They’re going to be fine. The other people are not. They’ll have to go to the emergency rooms and because they’re not carrying money with them, the emergency rooms will be giving uncompensated care and it’s going to cause a real burden.”

3. Some Americans May Be Forced To Change Plans

Some Americans started getting notices that plans had been cancelled by insurance providers since they didn’t comply with Obamacare standards. But we thought he told us we could keep the insurance we have?

Clinton states, “The third problem is for young people mostly, but not all young, who are in the individual market who’s income are above 400 percent of the poverty level. They were the ones who heard the promise, ‘If you like what you got, you can keep it.’ The President needs to deliver on his promise that the new law would not force Americans to change their insurance plans. I personally believe, even if it takes a change in the law, the president should honor the commitment the federal government made to these people and let them keep what they got.”
